Mr. Spangler is a highly experienced advocate in the healthcare and insurance sector. Among his accomplishments is his 16-year tenure at Texas Medical Association (the nation’s largest state medical association), where he led the medical economic division and guided the association’s policy efforts on insurance matters. He also served as Vice President of Texas Government Relations at Blue Cross Blue Shield of Texas, where he coordinated and directed efforts to advance the company's public policy objectives, prioritizing the health and coverage needs of insured members. Most recently, Mr. Spangler was appointed as Associate Professor at the UTHealth Houston School of Public Health, Management, Policy & Community Health. He is currently overseeing the development of the Texas All-Payors Claim Database at the School of Public Health.
