Deputy Investigator Lowry has 32 plus years of service to the citizens of Harris County with the last 10 being with the Harris County Sheriff’s Office.  Investigator Lowry was one of the founding investigators of the HCSO Boarding Home Detail which was created in March of 2021.  Deputy Investigator Lowry has assisted in the writing of the Harris County Boarding Home Regulations and has also testified at the Texas State Senate on several Boarding Home Bills which were passed into law.  Deputy Investigator Lowry has presented training at the annual APS Conference to help push the need for collaboration between disciplines to better combat exploitation as well as Medicaid fraud in the boarding home setting.
